Mesoamerica, December 2, 2017 - The Mesoamerican Initiative of Women Human Rights Defenders (IM-Defensoras) along with the 132 local, national, regional and internacional organizations and 132 individuals that subscribe this statement emphatically condemn the suspension of constitutional rights decreed during the electoral process on December 1st by President Juan Orlando Hernández; his act establishes a curfew, prohibits the free movement of people, establishes control over media contents, and entitles security forces to use violence against the population.
The suspension of guarantees restricts and arbitrarily infringes upon the basic human right of Hondurans, particularly the right to protest, with the aim of silencing, inhibiting and repressing the massive demonstrations occurring throughout the country against the clear irregularities in the electoral process designed to impose the reelection of the current president Juan Orlando Hernández.
We repudiate the acts of repression by police and their extreme use of violence, including the arbitrary detention of dozens of people, and the use of firearms, which have produced a number of victims, including women and children.
The anti-democratic, military and authoritarian nature of the Honduran government has been constant since the coup d'état of 2009. In October of 2017, IM-Defensoras, along with more than 180 other international organizations, issued a statement denouncing the context of violence and repression faced by women human rights defenders in Honduras. Ample evidence in the investigation of the assassination of our comrade Berta Cáceres points to the direct responsibility of the Honduran government in this situation.
In the resistance of social movements against the coup of 2009, a key role has clearly been played by feminists and women defenders, their organizations and movements in the struggle for justice, respect for human rights, and peace.
We wish to stress the fact that the current suspension of democratic guarantees places women and women defenders in a position of extreme risk. This has been widely shown in contexts of institutionalized violence, where women are more likely to face all kinds of attacks perpetrated or tolerated by the repressive forces of the State.
The rapid, highly significant democratic setbacks in the region also represent a serious tendency in Nicaragua, Guatemala and Mexico. It is indispensable to express solidarity and demand the full exercise of rights in every possible way at the regional and international level in an effort to reverse this trend.
In view of this grave situation, we of IM-Defensoras and national women human rights defenders networks and organizations in El Salvador, Guatemala, Honduras, México and Nicaragua:
- Demand that the Honduran government immediately reestablishes constitutional guarantees and puts and end to State violence infringed against all who exercise their legitimate right to protest.
- Demand guarantees of transparency in the electoral process and respect for the political will of the Honduran people as expressed at the polls through their legitimate right to vote.
- Request that international organizations such as the Organization of American States and the United Nations make strong statements demanding the reestablishment of constitutional guarantees, an end to repression, and respect for the will of the people, and that they also assure effective intervention by protection mechanisms on behalf of the people of Honduras.
- Call on all national, regional and international organizations, networks, social movements and the civil society to stand in solidarity with the Honduran people and carry out acts of pressure on the government of Honduras to restore basic rights to the population. International pressure is vital at this time!
