The Americas, July 22, 2019. In the face of recent acts of repression in Honduras, such as the abusive use of tear gas, physical attacks and arrests victimizing under-age persons, we, the undersigned organizations, condemn the continuation of the indiscriminate use of force by the armed services of Honduras and make a resounding call on the State to put an end to practices that violate human rights.

Actions in support of the Platform for the Defense of Health and Education have given rise to student mobilizations heavily repressed by the police. Such actions initially took place in the universities and have recently extended to other educational centers where police have engaged in the excessive use of force; in such spaces girls, boys, teenagers and young people have been present.

On July 12th, the Francisco Morazán National Pedagogical University denounced that, for the second time, police violently broke into the Central Campus, shooting tear gas that particularly affected boys, girls and youth attending pre-school, grade-school and middle-school classes in the Center for Educational Research and Innovation, causing panic, anguish and respiratory tract damage among students. It was later announced that different educational centers such as the Honduran Technical Institute, which had previously been subjected to repression, began their school days under a heavy police presence.

Just a few days later during classroom hours on July 18th, the Honduran State Security Forces fired vast amounts of tear gas into the José Trinidad Reyes Institute at San Pedro Sula, where five students and a security guard had been violently arrested by the National Police and the Special Government Security Response Units (TIGRES). The five were immediately released, but two other minors, 16-year-old Angie Grissel Bonilla Hernández and 17-year-old Josué David Morales Gosselin have been summoned to appear at an initial hearing next August 9th at 9 am to face aggravated felony charges.

In view of this situation, we cannot fail to express our deepest repudiation of the violent response of an elite corps and the undue use of the penal system to impose exemplary punishments aimed at discouraging social protest.

Neither do we forget the highly serious violations of the human rights of those participating in massive protests between April and June in defense of public health and education, when the excessive use of force and the criminalization of the demonstrators were rampant. Such attacks have also led to the deepening of selective violence against individual and collective human rights defenders.

We, the undersigned organizations observe that the situation experienced in 2019 reveals an intensification of the violence linked to the social, political, security and human rights crisis undergone by the country since the rupture of the constitutional order in 2009.

In this context, we petition the Honduran government to take the following measures:

FIRST. Guarantee the legitimate right to protest, the right to defend rights and an immediate end to the intimidation, criminalization and use of force against those who do protest, particularly minors who should receive special protection from the State.

SECOND. Desist in prosecuting the minor Josué David Morales Gosselin on aggravated felony charges, and immediately guarantee his human rights.

THIRD. Identify those responsible for police operations violating the rights of under-aged persons who have participated in protest actions or attended classes at educational centers subjected to police violence; put the assailants on trial; and use all due diligence to see that sanctions are imposed according to law.
